Should disposable products (such as plastic cups, plates, and cutlery) that contain less than 50% of biodegradable material be banned?
Yes, but if these products are beneficial to disabled people there should be an exception. E.g Plastic straws.

Yes, but they should live there or somebody who is close to them as their parents. Intention to purchase without intention to rent.
