NO. All land must stay in NZ hands. They can lease the land but it returns to NZ once the lease has expired.

Yes but supply means and education to remove the need for drugs to the user

No. Prevent is better than prisons. crime comes from other areas. deal with that and the prison population will decrease

Yes but provide the opportunity for treatment and 3 months to show improvement then reevaluate their benefit
