No, but they should be encouraged to, more as a courtesy to the country they now live in.

No, but reasons for refusal do need to be taken into consideration as well and it depends on the type of public property.

It would be good to have a year of national service, but with both military and non-military options to cater for all people.

More, with employers providing Healthcare and/or insurance as part of their remuneration, and government assistance for those on welfare.
