No, I believe it could be done with current budget but construction could be completed more effectively and in a more time efficient manner.

No, we should build more prisons
Prisons should supply the basic needs. Basic foods, water only to drink, and they should be put to work to give back to the community.

Yes, but they must perform community service on a daily basis
They did the crime, now do the time. Every day citizens go to work each day, is it much to ask that the criminals do their contribution.
