Yes, Some of the police funding should be used for social and community based projects with emphasis on prevention and rehabilitation

Should the government require children to be vaccinated for preventable diseases?
No, but require vaccination in order to attend public school
School only restriction of unvacinated people is not sufficient to provide herd immunity that prevents epidemic outbreaks.

Yes
Look at the recent measle outbreak in Samoa. A lot of new born babies died and many more were left with disabilities.
