No, and abolish the police
If police have a limited amount of instant punishments, they will be circumscribed and more people will dare to commit low scale and eventually high scale crime…

Yes, drug abuse should be treated as a health issue, not a criminal issue
Drug abuse can be and should be a serious crime in NZ. For one, only an individual with a criminal attitude.
