No, the current requirements in the Equal Pay Act of 1963 are already sufficient
Pay should be equal regardless of gender. If you are qualified for the job then gender should not factor in it

Yes
Basing a persons pay on their gender or where they choose to work is like basing their pay on their nationality, religion or hair colour.
