No but maybe only for prime ministers (two terms). Also increase the terms to four years. Three years is too short to get anything done.

Not necessarily, a good member of parliament/prime minister might be the best choice for the country, however the individuals most likely to do everything they can to remain in power probably aren't going to be making the best choices for the country but more what is best for them personally.
