Not necessarily, a good member of parliament/prime minister might be the best choice for the country, however the individuals most likely to do everything they can to remain in power probably aren't going to be making the best choices for the country but more what is best for them personally.

I agree that elections can be used as term limiters, but I also think 20 years should be the maximum time in Parliament, and that their pensions should be reduced and not increased for service beyond 12 years.
