Yes, and abolish the police
The Police can't keep up with the problems that are going on currently, so how would defunding them make it any better.

No, increase funding and training for police departments in higher crime rate communities
A lot of the issues that occur with police officers stems from lack of training and not enough screening

Should welfare recipients be tested for drugs?
No
Statistically poor people tend to spend their money on things like alcohol, drugs, and lottery tickets. These are things taxpayers should not be paying for.
