Should disposable products (such as plastic cups, plates, and cutlery) that contain less than 50% of biodegradable material be banned?
No
All global manufacturing is 25% of global carbon emissions. Plastic products are a tiny emitter compared to manufacture of steel or concrete

Should disposable products (such as plastic cups, plates, and cutlery) that contain less than 50% of biodegradable material be banned?
Yes, and ban all disposable products that are not made of at least 75% of biodegradable material
It makes no meaningful difference to climate change for the small amount of plastics we consume. We need to focus on reducing our larger causes of emissions
