Take the money out of drugs. Legalise them but make it hard to function using them. Loss of licence, drug tests at work and increase help to drug users.

No, deportation if not citizens and if they are citizens they will be required to do community services or rather work on projects like building roads and be electronically/highly monitored for a period deemed fit for their crimes as decided in a court of law.
