I think its dependant on the severity of the disease itself, if its rapidly devastating a large percentage of the population, but I truly believe everyone should have the right to choose what they do with their body; and while vaccines can be life saving, its truly understandable why someone would be uncomfortable injecting something into their body, that was formulated and developed by a free profit first company, especially foreign companies who siphon large amounts of money out of the government.
