The already detrimental effects on the victim of incest and rape for the rest of their lives do not need to be exacerbated by a constant reminder of having the child if they do not wish. It wasn’t a choice for them to be a victim, it would be inhumane and criminal of the government to take away their choice about what happens to their body/foetus after a crime.
