Those are human rights. The state is capable of doing these things, we just have to either tax the rich or "abolish" the rich, that is to say, remove the capitalist system.

Housing, food and shelter should be considered a human right, and in a developed country, no one should be going without. Providing enough via UBI to cover necessities allows people to focus more on their health, mental well-being, family and self, resulting in better health outcomes and higher life satisfaction, instead of working so much to make ends meet that they have no time or energy left for personal hobbies or enjoyment.

No other country has made it work meaning it probably doesn’t. If everyone survives on handouts, who will boot the economy by working?

The benefit and disability allowance already provides income to those in need, and is too easy to get

Those who work hard will also have the mindset to get out of debt. Those with a poor mindset will always be poor

Work is productive. It benefits everybody when people work to their potential, and it spends time that may be used to cause trouble. Someone who is working is more focused about how they spend the time they have.
