No but with a solid view to fully funding bright lower income students with good grades.

Based on grades eg if you fail you have to pay but if you do well government pays for it or subsidizes it. But also tutor etc availablr to help people succeed. Maybe pay all costs eg Living costs etc perhaps for educatuon for roles hat are on our immigration list. Eg for roles we are in need of as a country.

Offer free tuition to the final year students as first year students often have tons of scholarship options they can apply for.

Yes but only if student passes their courses. Work experience / placement should also be provided upon completion of study.

Yes, but you should have to work in NZ for a certain amount of years after (3-5 years)
