Based on grades eg if you fail you have to pay but if you do well government pays for it or subsidizes it
But also tutor etc availablr to help people succeed. Maybe pay all costs eg Living costs etc perhaps for educatuon for roles hat are on our immigration list. Eg for roles we are in need of as a country.
