Yes, but only for non-surgical treatments such as puberty blockers and hormone therapy
If you’ve over a certain age where your brain is developed and you are capable of making decisions, full gender transition should be available, before that age…

No
If a child isn’t old enough to get a tattoo, smoke or drink and drive, they shouldn’t be able to make an irreversible decision such as this
