This is a decision that should be made by Ukraine and NATO members. New Zealand shouldn't take a position.

No. The Ukraine essentially caused the current war by an obvious and arrogant movement towards the Russian border. Under Article 5 NATO would be at war with Russia - the only countries that should be able to spark such a tragedy should be blameless - the Ukraine is far from blameless.
