Yes but with limitations. For example free up to age 25, then free check ups. Subsequent dental work subsidised depending on income. Cosmetic work not subsidised.

Up to the age of 21 . Most detrimental health occurs at youth so if dental care is free for all children and youth this should prevent most problems. Other than that elderly care and free emergency dental care.
