If not then either the student must resit at no added cost or has to pay a decent fee for not being able to complete. The skills acquired during studying should allow any student to be placed in a suitable field according to their merits and completion. Those who complete get a free pass into the working industry. Those who dont pass is still able to work in a field but only based on their skills and still will have a fee to pay.
