I believe there needs to be more of a balance of unarmed, community focused responders, negotiators, etc, who can deal with non-violent situations, but for instances of armed violence, or infiltrating criminal syndicates, police should then be at least trained to stifle all chances of violence beyond the perimeter, and swiftly shut down such operations with as little force, or risk to the public as possible.
