Depends on the circumstances - crime rate, types of crime, etc. - and only with strict training and in extreme circumstances e.g active hostage situation

Depends if police recieve too much funding. With high cost of living crime is on rise, so police need to be able to protect communities but also it is a matter of socio-economic inequality. If these programmes would help reduce crime then that would be justified to reduce police funding.
