Instead of giving the first year free make it the last year free and reward the hard workers. Don't just hand out to the entitled...you are not teaching them to work for what they want. How many drop out of uni after 1st year?

The entire education system needs an overhaul. Wealthy families are able to buy an education for their children, regardless of ability or suitability. Less well-off students are reliant on loans and scholarships and may not be able to get the education they want. There is also too much emphasis placed on holding a degree or other higher levels of education when it isn't always relevant.
