No. It can be unfair when a separated parents wage is included and not the step parents wage who is paying for the child.

Yes, in courses that lead to employment in areas that NZ needs in future (and perhaps bond for a period of time).

No, but significantly decrease fees, increase entry requirements and encourage other means of higher education such as apprenticeships

Maybe the last year is free. This way you know you have committed students that are not milking the system. And current fees are too high

No but review the structure. Student allowance should be available to all students regardless of their parents income - this is a downfall of the current scheme
