First year free as that would get a lot more people studying and stay longer because they tried the first year and may have done better than they thought.

Offer incentives for free tertiary education eg earn as you learn or bonding schemes. Its too expensive

Yes, but students should then be "bonded" to work in New Zealand for five years once they have qualified
