All student loan debt should be wiped and have free tuition with a bond to work requirement so graduates stay in NZ

No, but if you take a public sector job (eg public service doctor, teacher, public servant etc) get refunded one year of fees per year worked. But only for papers you passed

It should be for third year and final year students only. Not for first years students.

Yes, but only if we raise income tax and require graduates to remain in the country and/or work in the field they studied for a few years. Otherwise, they must repay tuition costs.

No, they should subsidize a single year, but make it upon completion (I.e. reward completionists and discourage dropping out after 1st free year)

Paid via student loan and upon passing the degree or course they get some of the course fees refunded. So it avoids those who rack up big debt and never complete a course. It gives an incentive for people to complete and pass a course as they know they will get fees paid back upon completion of the course.
