Yes, but only if we raise income tax and require graduates to remain in the country and/or work in the field they studied for a few years. Otherwise, they must repay tuition costs.

Paid via student loan and upon passing the degree or course they get some of the course fees refunded. So it avoids those who rack up big debt and never complete a course. It gives an incentive for people to complete and pass a course as they know they will get fees paid back upon completion of the course.
