Yes, but should be on a bonded basis, a qualification should need to be completed and then the loan paid off

Yes - For there first degree only then they must work in that field for the time it took to undertake the degree

As students progress fees should reduce as they progress through the exams with good pass grades

Maybe incentives to extend study. Although with current pay why study when you can get the same rate if you don't.

Paid via student loan and upon passing the degree or course they get some of the course fees refunded. So it avoids those who rack up big debt and never complete a course. It gives an incentive for people to complete and pass a course as they know they will get fees paid back upon completion of the course.
