Kiralama okulları, özel şirketler tarafından yönetilen vergi mükellefi tarafından finanse edilen K-12 okullarıdır. Yeni Zelanda’da charter okullarına ilk kez 2011 genel seçimini takiben Ulusal Parti ve ACT Partisi arasında bir anlaşma yapıldıktan sonra izin verildi. Tartışmalı mevzuat beş oy çoğunluğuyla geçti. 2013 ve 2014 yıllarında az sayıda charter okul başladı ve normal devlet okul sisteminde mücadele eden öğrencileri kaydetti. Tüzük okullarını başlatmak için 36 kuruluş başvurmuştur.
