The consequence of this law is a decrease in the efficiency of a growing number of officials. Any additional money withdrawn from entrepreneurs will be spent less efficiently. Hence the need to reduce bureaucracy to an optimal level. Once more: the reduction in the number of officials and the reduction in the amount of money they dispose of.
