Less, hospital management needs to be held accountable and paid incentives to meet the contractually agreed KPI's for both elective and acute surgeries, diagnostics and treatment therapy. There should not be sales reps walking around hospitals 'selling' the next best thing. This needs to be centralised. HR needs to facilitate dismissal of incompetent staff. Having worked 15 years in Healthcare, I was unable to dismiss unproductive staff, driven by incompetent management. I was literally told 'we're like a charity and can't get rid of 'person x' as he's been here for ages and it's too much of a HR issue. As a result, I could not meet my KPI's or legislated compliance. This results in inoperable Theatres and out-sourcing to Southern X etc.
