Yes. However, it shouldn't be overly prioritized as our country is in huge debt so we should fix that before we spend billions in transportation around the country.

No. This is used to some degree in Wellington. The lights are poorly calibrated and too bright at night, mking the glare greater and the risk more. This is badly implemented by NZTA and they shouldn't be trusted with more until they show they are more competent.
