Certain establishments would serve cannabis to people, and others would not. Society would adjust (hardly "blip"). The main effect? The few people in society who enjoy cannabis would continue to enjoy it, and feel less attacked for doing so. Also... those who need it for medicine would find it easier and cheaper to obtain.
