What would you say to someone who believes their actions are too small to make a difference for the environment?

Yeah probably because china will still exist no matter what you do.

Although your impact may be small that it does matte.

No action is too small, now go and recycle that plastic cup.

That the world is the sum of all actions and every action makes a difference.

Generally incorrect as every small action accumulates exponentially, however it's also my belief that the human race tends to not make significant lasting change until our hands are forced, and chances are a comprehensive solution will not occur until such a time as a majority of the human population is at significant and immediate risk.
