Is it the duty of the government to preserve a nation's traditional values, or should that be left to individuals?

It's impossible to answer this question without knowing the values in question are being discussed, and who considers them traditional.

It should be left to the individual but the education shouldn't be based on the populations' emotions.

Yes, it is a duty of the government. Right-wing individuals are traditionally less vocal about the issues that they hold dear for fear of social retribution. As such, it is the government's role to give a voice to those who are afraid to speak out.
