No, the usual procedure is when you are moving overseas you get checked on criminal background etc. They will exterminate your possibilities of moving overseas if you have a higher risk of causing trouble.

Some of these immigrants might be in danger in their own countries. They should be screened with the current measures in place. There shouldn't be a total ban on allowing people in from high risk countries but they shouldn't be allowed in without any screening at all.
Child refugees supported by human rights, prioritise screening for their caregiver/s until screening is improved.
