Technical progress is not the most important thing. More important is benefits to society as a whole.
State ownership doesn't mean technological progress will be impeded. It could be the opposite if these organisation's paired with universities to develop better products and systems. This would be a boast to our struggling universities too.

The state has an obligation to provide for the wellbeing of its people. Some vital sectors need to be owned and managed by the state in order to meet its obligations.
It also leads to Meridian and Contact taking New Zealander’s money without adding anything to the economy or the market.
