If it provides local jobs, eventually earns a tax revenue greater than the tax incentive and it's doesn't compromise the environment.

Yes, but only after rigorous planning determines that the net benefit of the increased revenue from the company outweighs the incentives and ongoing costs (including requirement for honest calculation of actual ongoing environmental costs)
