Should be for not just students with excellence grades, but more so for students with excellence potential
Not all students can succesful gain those grades. University should be avaliable to all genders and race
all students should have equal access, but more support other than free fees should be available to those who have less access to support or resources. This position would exclude those who might have less than great grades at the moment but could excel, and puts an unfair burden on those who are deemed to be just over low income but would still find studying financially challenging

Shouldn’t only be students with excellent grades, depending on subject and what they are enrolling for if they have low income they have just as much rights . They may just be struggling in other areas of life for grades to not be excellence
