Most drug users don't even get caught. If workplaces are required to drug test their working (tax-paying) employees, the beneficiaries receiving payments from tax payers should be tested too. How is this already not a thing?

If a person has doesn't have a history then why couldn't more sporadic and spaced out tests be a sufficient alternatives?
