Just because somebody does test positive does not mean they are incapable of work or are regular drug users. Punishments for testing positive should be a case by case basis with the focus around coming off the drugs as needed
Testing people that are already at the bottom of the pile only serves to keep them away from the resources they need to help them. Testing beneficiaries is degrading and abhorrent.
