But it should not be a criminal offence. Resources should be made available and an army of volunteers trained to support these individuals. What has led to the situation? Why is shelter being refused? Each volunteer, with the right resources, could provide help, support and training. Many homeless people have been ostracised from family and friends for reasons often involving mental or physical health and/or drugs. Other homeless people become their network. Some have little education, may not be able to read, are incapable of managing finances. Each individual’s needs should be assessed by a multidisciplinary team of health and other professionals who support the volunteers. Some will thrive with help. Others not. Many will reach their potential and the numbers on the streets will be reduced.
