No, if they refuse to have shelter or housing, why are they where they are then, are they not from NZ, are they from NZ, are they criminal, are they not a criminal, are they supposed to be in the country, do they have children? If they are not supposed to be in the country then question them and help them. If they have children then that is even more concerning if they keep refusing even with children, we just gotta do something about it weather they like it or not as a safety regulation ( I think ).
