Basic kiwi values need to be understood first. You should want to be a kiwi to vote for New Zealand. Gaining a citizenship is a good test of someone’s commitment to this country
I don't think that someone who has only obtained a work visa or is studying here from overseas should be able affect our internal politics. If they are personally invested in this country and its people, they should work towards obtaining citizenship.

Becasue sometime it can take a decade to understand about the culture and the workings of the country
I am a firm believer that unless they are a legal citizen they could choose to leave New Zealand at any time which proves they don't need to be on the Electoral Roll.
A person should be invested in the culture and community of the country. Becoming a citizen should be the requirement.

If someone is not intending to live here permanently then I don't believe they should vote because what is the point in counting the vote of someone who is not planning to be here anyway?
Simple, why should they have a say in a country that's isn't there's and they haven't contributed to this country

People who make a deliberate choice in which countries they like to live are very likely better informed about political issues. There vote is therefor more informed.
Citizenship takes time because it takes time to learn the culture and have a good understanding of NZ society.
They shouldn't have the right to vote until they have been living contributing to the economy and paying taxes in New Zealand for a Few years
