Social welfare programmes have been demonstrated to save society money in the long run (through reductions in hospital admissions, policing prison spending etc).
Further, the risks taken by entrepreneurs when starting a new business is only feasible with some social welfare. If you remove welfare you are leaving entrepreneurship for the rich.

There are countless people in our society who are unable to work full-time (i.e. disabilities, mental illness etc.) or are temporarily disadvantaged and need some support while searching for opportunities. It is both ethically imperative to protect the vulnerable members of our society, but also serves a utilitarian purpose as these people can often contribute to their communities and broader society outside of a work-based context.

Social injustice can cause drug self-medication. To make welfare dependend on drug abstinence is not only socially injust it also violates the human right to chose your own medical treatment.
